Objectives

This technical workshop aimed to launch the NOSCP revision process with all national stakeholders involved in preparedness and response activities to HC and HNS incidents.

The specific objectives were to :

• Establish a shared understanding of Ghana’s current oil spill preparedness and response framework, including recent regulatory developments and an overview of the risk of HC or HNS incidents in Ghana.
• Discuss and assess possible response options to various oil spill scenarios (offshore, shipping-related, ports, inland and freshwater) through structured, multi‑stakeholder Working Groups, including the extension of the coverage to include Lake Volta.
• Review and consolidate the response strategies, incident management arrangements, national response structure and resource mobilisation options, drawing on international good practice and Ghana‑specific conditions, considering the various spill scenarios discussed.
• Gather consolidated technical feedback from stakeholders and experts to inform the content and orientation of the revised National Spill Contingency Plan (NSCP).
• Identify preliminary directions for strengthening the national oil spill response system, based on working group outcomes and workshop discussions.
