Objectives
The objectives of these work sessions are part of a wider technical assistance project to support São Tomé-et-Principe to develop a National Oil Spill Contingency Plan in line with current risks, conventions and best practices. The GI WACAF project has proposed some content to the Authorities to develop a National Plan prior to the work sessions (produced in Portuguese with the assistance of ITOPF). More specifically, the priority technical objectives of the workshop were to review:
o Key components and stages in developing a NOSCP
o GI WACAF support activities
o Legal framework and status of international conventions in São Tomé and Príncipe
To develop technical content for the NOSCP, including:
o Main risks identified in the country
o Review of the alert system
o General national organisation
o Organisation for offshore response
o Organisation for onshore response
Understand oil spill response systems and the resources of the oil industry for offshore drilling, and possible interfaces with the national spill response system (session with Shell, see note below).
Propose a detailed Action Plan aimed at helping national authorities to consolidate and finalize the NOSCP and creating a national spill response system
