Objectives

The main objective was to develop a national system to prevent, prepare for and respond to marine oil spills. This system is based on the following elements :

  • drafting of documents (instruments of ratification, laws, decrees, regulations etc.) to ratify relevant IMO conventions and implement them into national law as well as to clarify responsibilities
  • development of a draft national oil spill contingency plan
